What Is AVGS Coaching in Berlin?

AVGS coaching in Berlin is start-up coaching that you use with an Activation and Placement Voucher (Aktivierungs- und Vermittlungsgutschein, AVGS, § 45 SGB III) from the Employment Agency (Agentur für Arbeit) or Jobcenter responsible for Berlin. Once approved in writing, it comes with no personal contribution. The voucher is a discretionary benefit (Ermessensleistung). The program is delivered online by the AZAV-certified UW Unternehmensweg GmbH (Z-000392-2); the initial consultation (30 minutes) is free of charge.

Berlin has three independent Employment Agencies (Mitte, Nord, and Süd) and a separate Jobcenter for each of its twelve districts. The office responsible is always the one for the district where you live. You can find out which one that is in the section AVGS in Berlin.

Berlin is THE start-up mecca of Germany, with more than 600 newly founded start-ups in 2025. Particularly well represented are tech and software, online marketing, coaching and consulting, the creative and media industries, hospitality, and skilled trades. Berlin benefits from an active investor scene, numerous co-working spaces, international talent, and an open start-up culture. Pavel Deuble and his nationwide team have supported many founders from Berlin in these industries, entirely online and regardless of location.

Tech & software

Berlin is Germany’s start-up capital, and nowhere is the scene of tech start-ups and investors denser.

Online marketing & e-commerce

Agencies, shops, and platforms shape the city, an ideal environment for digital solo self-employed people.

Coaching & consulting

From business to health coaching: Berlin is home to a huge scene of self-employed people in the service sector.

Creative & hospitality

Fashion, music, art, and food concepts: the creative industries are an engine for new businesses.

Funding landscape in Berlin: Investitionsbank Berlin (IBB)

Among other things, the IBB supports Berlin start-ups with a microloan and the start-up bonus (Gründungsbonus). We make your application bankable.

We support founders in Berlin and the surrounding area, including Potsdam, Bernau, and Falkensee, entirely online and regardless of location.

Trade tax in Berlin: municipal multiplier of 410%

The city of Berlin levies trade tax (Gewerbesteuer) at a municipal multiplier (Hebesatz) of 410% (as of 2026, source: Berlin Senate Department for Finance (Senatsverwaltung für Finanzen)). The multiplier determines how much trade tax is due on your profit and therefore belongs in every financial plan.

Sole proprietorships and partnerships have an allowance of €24,500 of profit per year. The tax office (Finanzamt) also credits a large part of the trade tax against income tax, up to 4.0 times the tax base amount (§ 35 EStG). Freelancers, such as physicians, architects, or journalists, do not pay trade tax.

Example calculation with €60,000 profit per year

  • Sole proprietorship: €5,094 trade tax. Up to €4,970 of this can be credited against income tax, leaving an additional burden of around €124.
  • GmbH (limited liability company; no allowance, no credit): €8,610 trade tax.

Simplified calculation without add-backs, solidarity surcharge, and church tax; the credit is also limited to the income tax attributable to business income. This does not replace tax advice. In your business plan we calculate with your municipality’s multiplier. Which legal form makes financial sense for you is shown by the legal form finder (Rechtsform-Finder).

Starting a business in Berlin: facts and figures

This table shows how many businesses are started in Berlin and its districts, how many people are registered as unemployed with the Employment Agencies and Jobcenters, and what business registration costs. The figures come from the Amt für Statistik Berlin-Brandenburg (the statistics office for Berlin and Brandenburg), the Federal Employment Agency, and the State of Berlin (as of October 16, 2026).

AVGS in Berlin: Which Employment Agency and Which Jobcenter Are Responsible

In Berlin, everything depends on the district where you live. With unemployment benefit I, you go to one of the three Employment Agencies; with basic income support, to the Jobcenter of your district. All twelve Jobcenters are joint institutions of the Employment Agency and the district office (Bezirksamt). Both the Employment Agency and the Jobcenter can issue the AVGS for “introduction to self-employment” (Heranführung an eine selbständige Tätigkeit); the legal basis is § 45 para. 1 sentence 1 no. 4 SGB III, in conjunction with § 16 SGB II for the Jobcenter. Whether you receive it is decided by your specialist at their discretion; there is no legal entitlement.

With unemployment benefit I: three agencies by district

  • Employment Agency Berlin Mitte: Friedrichshain-Kreuzberg (Charlottenstraße 87-90), Mitte (Beuthstraße 7), Lichtenberg (Gotlindestraße 93), and Marzahn-Hellersdorf (Janusz-Korczak-Straße 32).
  • Employment Agency Berlin Nord: Charlottenburg-Wilmersdorf (Königin-Elisabeth-Straße 49), Pankow (Storkower Straße 120), Reinickendorf (Innungsstraße 40), and Spandau (Wohlrabedamm 32).
  • Employment Agency Berlin Süd: Neukölln (Sonnenallee 282), Steglitz-Zehlendorf (Händelplatz 1), Treptow-Köpenick (Pfarrer-Goosmann-Straße 19), and Tempelhof-Schöneberg, whose address is shown in the agency’s office search (Dienststellensuche).
  • You can reach all three at 0800 4555500 (Mon–Thu 8:00 a.m.–6:00 p.m., Fri 8:00 a.m.–2:00 p.m.), and you book appointments online; without an appointment, you can only come during visiting hours in urgent cases. The three agencies support almost the same number of people receiving the start-up grant: in September 2026, Mitte 567, Nord 564, and Süd 558.

With basic income support: the Jobcenter of your district

  • Each district has its own Jobcenter, for example Pankow at Storkower Straße 133, Neukölln at Mainzer Straße 27, or Charlottenburg-Wilmersdorf at Goslarer Ufer 37.
  • Pankow (special team at 030 5555 34 4446), Friedrichshain-Kreuzberg, Charlottenburg-Wilmersdorf, and Marzahn-Hellersdorf at Beilsteiner Straße 113 name their own teams for self-employed people. In Lichtenberg, every team has trained contact persons.
  • The Jobcenter Pankow only provides advice once you bring a start-up concept. Friedrichshain-Kreuzberg usually brings in external consultants to assess viability.
  • Advice is given by appointment only. You can send applications, documents, and messages via jobcenter.digital; each Jobcenter has its own phone numbers, in Pankow for example the ServiceCenter at 030 5555 34 2222.

Expert opinion, Ordnungsamt, and tax office in Berlin

  • The IHK Berlin (Berlin Chamber of Commerce and Industry) writes the expert opinion for the start-up grant for €70 plus VAT, only for commercial start-ups based in Berlin. The documents go by post or to the Service Center, not by email; processing currently takes around four weeks. The IHK does not issue an expert opinion for the entry allowance (Einstiegsgeld).
  • For start-ups in the skilled crafts, the Handwerkskammer Berlin (Berlin Chamber of Crafts) issues the expert opinion free of charge after an advisory appointment, according to its information sheet (as of 2023), both for the start-up grant and for the entry allowance.
  • You register your business online for €15 with the Ordnungsamt of the district where the business is located. For the tax office, the place of residence counts for sole proprietorships; GmbH and UG belong to one of the tax offices for corporations (Finanzämter für Körperschaften).

Each district has its own. Treptow-Köpenick offers a free one-hour orientation consultation on Tuesdays from 9:00 a.m. (Alt-Köpenick 21, phone 030 90297-2500), and Lichtenberg offers initial advice that also covers viability and the business plan (030 90296-4332).

Gründerinnenzentrale and Lotsenstelle

The Gründerinnenzentrale (women founders’ center) of WeiberWirtschaft (Anklamer Straße 39/40, 030 44 02 23-45) advises women and holds around 70 events a year. The Lotsenstelle für migrantische Selbstständigkeit (guidance center for self-employed migrants) offers free advice on Tuesdays from 9:00 a.m. to 1:00 p.m., in German, English, Spanish, and Russian.

The Senate also funds “Coaching vor der Gründung” (coaching before the start-up), free of charge according to the provider: after an orientation meeting and a four-day assessment, up to 30 hours of individual coaching, intended mainly for Berliners who are unemployed or receive benefits and have not yet registered their business (provider zgs consult, 030 27 87 33-0). The IBB’s GründungsBONUS Plus, by contrast, only funds innovative or sustainable start-ups that already exist and are no more than 18 months old; read more on our page GründungsBONUS Plus Berlin. For the Businessplan-Wettbewerb Berlin-Brandenburg (business plan competition), the first submission deadline is November 10, 2026; the seminars there are, by their own account, free of charge. Frequently asked questions

Frequently Asked Questions About AVGS Coaching in Berlin

Which office in Berlin is responsible for my AVGS?

That depends on your benefit. If you receive ALG I, the Berlin Employment Agency responsible for your place of residence is your point of contact (e.g., Berlin Mitte: Charlottenstr. 87-90, 10969 Berlin; phone 0800 4555500). If you receive basic income support (ALG II), your local Jobcenter Berlin is responsible. In both cases your caseworker decides on the AVGS. In-person visits are only possible by appointment; we prepare you flexibly online for the conversation.

Where do I find AZAV-certified providers in Berlin?

You can find an official list of AZAV-certified providers in the KURSNET of the Federal Employment Agency (Bundesagentur für Arbeit). We, UW Unternehmensweg GmbH, are an AZAV-certified provider (provider certificate Z-000392-2, area 1) based in Leverkusen that offers AVGS programs nationwide. Our programs are delivered entirely online, flexibly and without travel. We offer two programs: “Businessweg” (Z-000482-2) for start-up coaching and “JobWeg” (Z-001366-3) for applicant & job coaching.

How long does AVGS approval take in Berlin?

The approval time depends on your caseworker and the current workload of the relevant Berlin Employment Agency. It typically takes 2–4 weeks from application to approval. For well-prepared applications with a clear rationale and a viable concept, the approval rate is considerably higher. We prepare you for the conversation with your caseworker, online and at flexible times that suit you. All three Berlin agencies can be reached at 0800 4555500, and your Jobcenter at the phone number for your district.

What is special about the start-up scene in Berlin?

The Amt für Statistik Berlin-Brandenburg counted 43,200 business registrations in Berlin in 2025, including 40,013 new business formations; women registered just over a third of the newly registered sole proprietorships (36.4%). According to figures from the Startup-Verband (German Startups Association), which are not official statistics, 619 start-ups were founded in Berlin in 2025, more than in any other German city; per inhabitant, however, Munich was ahead. Students and researchers will find start-up centers at many Berlin universities, and innovative teams can apply for the Berliner Startup Stipendium (Berlin start-up scholarship). For Start-up Week Germany (Gründungswoche Deutschland), the official calendar lists the InspirationsLABOR-Marathon for women founders of international origin in Berlin on November 19, 2026.

Which Employment Agency in Berlin is responsible for my district?

That depends on the district where you live. The Employment Agency Berlin Mitte is responsible for Friedrichshain-Kreuzberg (Charlottenstraße 87-90), Mitte (Beuthstraße 7), Lichtenberg (Gotlindestraße 93), and Marzahn-Hellersdorf (Janusz-Korczak-Straße 32). Berlin Nord covers Charlottenburg-Wilmersdorf (Königin-Elisabeth-Straße 49), Pankow, Reinickendorf, and Spandau. Berlin Süd covers Neukölln (Sonnenallee 282), Steglitz-Zehlendorf, Tempelhof-Schöneberg, and Treptow-Köpenick. You can reach all three at 0800 4555500; you book appointments online, and without an appointment you can only come in urgent cases.

Which Jobcenter is responsible in Berlin, and does it have a team for founders?

The Jobcenter of your district is responsible; Berlin has twelve. Pankow (Storkower Straße 133, special team at 030 5555 34 4446), Friedrichshain-Kreuzberg (Landsberger Allee 50/52), Charlottenburg-Wilmersdorf (Goslarer Ufer 37), and Marzahn-Hellersdorf (Beilsteiner Straße 113) name their own teams for self-employed people. In Lichtenberg, every team has contact persons trained in start-ups. Bring a start-up concept to your first meeting; Pankow explicitly provides advice only then. The Jobcenter pays the entry allowance at its discretion for a maximum of 24 months; there is no legal entitlement to it.

How much does the expert opinion cost in Berlin?

For commercial start-ups based in Berlin, the IHK Berlin charges €70 plus VAT; you receive the invoice when you collect the opinion. You send the documents unbound by post or hand them in at the Service Center; the IHK does not accept them by email, and processing currently takes around four weeks. The documents include the agency’s original form, the signed agreement, your business plan, a capital requirements and financing plan, a revenue and profitability forecast or a liquidity plan for at least twelve months, your CV, certificates, and your private expenses. In the skilled crafts, the Chamber of Crafts issues the expert opinion free of charge according to its information sheet. For freelance professions, trade associations, chambers, or the Berliner Beratungsdienst der Wirtschaftssenioren (a consulting service of retired business experts), which charges according to effort, are options. Where the expert opinion fits into the start-up grant application is explained on our page Start-up grant in Berlin.

At which Ordnungsamt do I register my business in Berlin?

At the Ordnungsamt of the district where your business is located; there is no central trade office. Online registration works for sole proprietorships, GbR, GmbH, and UG with the BundID (the federal digital user account); you pay the €15 fee there by credit card. At the Ordnungsamt counter, registration costs €26, or €31 for a legal entity with one authorized representative. The Ordnungsamt forwards your registration to the tax office, the chamber, and the statutory accident insurance association (Berufsgenossenschaft). You then send the questionnaire for tax registration via ELSTER within one month. The public service number 115 can also tell you which Ordnungsamt is responsible.

I live in Potsdam, Bernau, or Falkensee: Are Berlin offices responsible?

No. The three cities are in Brandenburg, where Brandenburg Employment Agencies and Jobcenters are responsible. Berlin state programs usually do not fit either: the IBB microloan requires business premises in Berlin, and “Coaching vor der Gründung” requires residence in Berlin. What the route looks like in Potsdam is described on our page AVGS coaching in Potsdam. Our start-up coaching with an AVGS takes place online and is therefore possible from anywhere.

Who gets an AVGS voucher?

Primarily ALG I recipients whose caseworker sees a need for counseling get an AVGS. People receiving basic income support (ALG II) can also receive an AVGS in certain cases. Issuing the AVGS is at the caseworker’s discretion; there is no legal entitlement to start-up coaching. Important: you must apply for the AVGS BEFORE the counseling begins, otherwise later funding is not possible.

How much does AVGS coaching cost?

With an AVGS voucher: 100% funded after written approval, so you pay nothing at all. The costs are billed entirely through your activation voucher. If you do not receive an AVGS, there are alternative routes: BAFA-funded consulting with a reduced personal contribution, or self-pay consulting. In the free initial consultation we clarify which route fits your situation.

How long does AVGS coaching take?

AVGS coaching comprises up to 120 teaching units (UE), spread over 2–6 months. The exact number is stated in your AVGS voucher. We align the schedule flexibly with your availability, for example 2–3 sessions per week of 90 minutes, online via Zoom or Teams. Content: business plan, financial plan, marketing, and preparing the start-up grant application.

What is the difference between the AVGS and the start-up grant?

The AVGS is a COUNSELING voucher for coaching (for example start-up coaching). The start-up grant is direct FINANCIAL support for your living costs during the start-up phase (6 months of ALG I plus €300 per month). The two can be combined: AVGS coaching can be exactly the way to prepare your start-up grant application professionally. What the start-up grant in Berlin involves is explained on our page Start-up grant in Berlin.
