What Is AVGS Coaching in Essen?

AVGS coaching in Essen is start-up coaching that you use with an Activation and Placement Voucher (Aktivierungs- und Vermittlungsgutschein, AVGS, § 45 SGB III) from the Employment Agency (Agentur für Arbeit) or Jobcenter responsible for Essen. Once approved in writing, it comes with no personal contribution. The voucher is a discretionary benefit (Ermessensleistung). The program is delivered online by the AZAV-certified UW Unternehmensweg GmbH (Z-000392-2); the initial consultation (30 minutes) is free of charge.

In Essen, there are two routes to the voucher: with unemployment benefit I, you apply for the AVGS at the Employment Agency at Berliner Platz 10; with basic income support, at the Jobcenter Essen, which has been run solely by the city since 2012. If you live in Mülheim an der Ruhr or Oberhausen, you belong to the Employment Agency Oberhausen. The details are in the section Start-up advice in Essen.

Essen is one of the largest cities in the Ruhr region (Ruhrgebiet) and has completed the transition from a coal and steel city to a modern services and energy metropolis. Particularly well represented are energy and utilities (with the corporate headquarters of E.ON and RWE), trade and consumer goods (including ALDI Nord), the healthcare industry, logistics, and environmental and future technologies; Essen was European Green Capital in 2017. The city benefits from its central location in the Ruhr region and an active founder scene. Pavel Deuble and his nationwide team have supported many founders from Essen in these industries, entirely online and regardless of location.

Energy & utilities

With the corporate headquarters of E.ON and RWE, Essen is Germany’s energy capital, a strong environment for energy and cleantech start-ups.

Trade & consumer goods

Essen is home to major retail groups (including ALDI Nord), so consumer-oriented and e-commerce start-ups find good connections here.

Healthcare industry

University medicine and a strong health sector support start-ups in care, MedTech, and services.

Structural change & GreenTech

As the “European Green Capital,” Essen stands for the shift from coal to environmental and future technologies.

Funding landscape in North Rhine-Westphalia: NRW.BANK

As the development bank of the state of NRW, NRW.BANK supports start-ups with low-interest loans, microloans, and equity investments. We know the right building blocks and prepare your application so that it is bankable.

We support founders in Essen and the surrounding area, including Bochum, Mülheim an der Ruhr, Gelsenkirchen, and Oberhausen, entirely online and regardless of location.

Trade tax in Essen: municipal multiplier of 479%

The city of Essen levies trade tax (Gewerbesteuer) at a municipal multiplier (Hebesatz) of 479% (as of 2026, source: City of Essen). The multiplier determines how much trade tax is due on your profit and therefore belongs in every financial plan.

Sole proprietorships and partnerships have an allowance of €24,500 of profit per year. The tax office (Finanzamt) also credits a large part of the trade tax against income tax, up to 4.0 times the tax base amount (§ 35 EStG). Freelancers, such as physicians, architects, or journalists, do not pay trade tax.

Example calculation with €60,000 profit per year

  • Sole proprietorship: €5,952 trade tax. Up to €4,970 of this can be credited against income tax, leaving an additional burden of around €982.
  • GmbH (limited liability company; no allowance, no credit): €10,059 trade tax.

Simplified calculation without add-backs, solidarity surcharge, and church tax; the credit is also limited to the income tax attributable to business income. This does not replace tax advice. In your business plan we calculate with your municipality’s multiplier. Which legal form makes financial sense for you is shown by the legal form finder (Rechtsform-Finder).

Starting a business in Essen: facts and figures

The table shows how many businesses were registered in Essen, how often the Employment Agency funded a start-up grant, and how many people are registered as unemployed. The figures come from IT.NRW (the state statistics office), the Employment Agency, and the City of Essen (as of October 16, 2026).

Start-Up Advice in Essen: Where to Apply for the AVGS

In Essen, two offices are responsible: the Employment Agency for unemployment benefit I and the Jobcenter Essen for basic income support. Since January 1, 2012, the Jobcenter has been run solely by the City of Essen, without the Federal Employment Agency (Bundesagentur für Arbeit). This makes Essen one of the 18 municipalities in NRW that organize basic income support on their own. Both offices can issue the AVGS for “introduction to self-employment” (Heranführung an eine selbständige Tätigkeit), each at their discretion. The legal basis is § 45 para. 1 sentence 1 no. 4 SGB III, in conjunction with § 16 SGB II for the Jobcenter.

With unemployment benefit I: Employment Agency

  • The Employment Agency at Berliner Platz 10 is open on Mondays and Tuesdays from 7:30 a.m. to 3:00 p.m., on Wednesdays until noon, on Thursdays until 5:00 p.m., and on Fridays until 12:30 p.m.
  • You book the appointment with your placement specialist online or via 0800 4555500. During opening hours, the Employment Agency also handles urgent matters without an appointment.
  • The Employment Agency Essen reports 218 funded start-up grant cases for 2025. Whether you receive the grant is at its discretion.
  • If you live in Mülheim an der Ruhr or Oberhausen, you belong to the Employment Agency Oberhausen.

With basic income support: Jobcenter Essen

  • Are you new to the Jobcenter, or have you been without benefits for more than six months? Then the new customer area at Berliner Platz 10 is your first stop (Mon, Tue, and Thu 8:00 a.m.–3:30 p.m., Wed until noon, Fri until 12:30 p.m.).
  • After that, the branch office (Geschäftsstelle) in your city district supports you. The city lists nine branch offices from north to south; if you are under 25, the U25 team at Am Fernmeldeamt 15 is responsible.
  • The Jobcenter has its own specialists for start-ups. They check whether you are suited to self-employment and whether your idea is viable.
  • You can reach the service center at 0201 88-56999 (Mon–Thu 8:00 a.m.–3:00 p.m., Fri 8:00 a.m.–12:30 p.m.). Online, contact runs via the City of Essen’s service portal with BundID (the federal digital user account).

Jobcenter, tax office, and business registration in Essen

  • The Jobcenter Essen can also issue the AVGS for “introduction to self-employment”. It states this explicitly in its questionnaire for providers.
  • Essen has two tax offices at the same address, Altendorfer Straße 129. If you start a business in Rüttenscheid, Holsterhausen, Frohnhausen, Werden, or Kettwig, for example, you belong to Essen-Süd. Altenessen, Borbeck, Steele, or the city center belong to Essen-NordOst.
  • The business registration office (Gewerbemeldestelle) at Porscheplatz 1 only sees visitors by appointment and is closed on Wednesdays. Because of long waiting times, the city recommends registering online.

Frequently asked questions

Frequently Asked Questions About AVGS Coaching in Essen

Which office in Essen is responsible for my AVGS?

That depends on your benefit. If you receive ALG I, the Employment Agency in Essen is responsible (Berliner Platz 10, 45127 Essen; phone 0800 4555500). If you receive basic income support (ALG II), your local Jobcenter Essen is responsible. In both cases your caseworker decides on the AVGS. In-person visits are only possible by appointment; we prepare you flexibly online for the conversation.

Where do I find AZAV-certified providers in Essen?

You can find an official list of AZAV-certified providers in the KURSNET of the Federal Employment Agency (Bundesagentur für Arbeit). We, UW Unternehmensweg GmbH, are an AZAV-certified provider (provider certificate Z-000392-2, area 1) based in Leverkusen that offers AVGS programs nationwide. Our programs are delivered entirely online, flexibly and without travel. We offer two programs: “Businessweg” (Z-000482-2) for start-up coaching and “JobWeg” (Z-001366-3) for applicant & job coaching.

How long does AVGS approval take in Essen?

The approval time depends on your caseworker and the current workload of the Employment Agency in Essen. It typically takes 2–4 weeks from application to approval. For well-prepared applications with a clear rationale and a viable concept, the approval rate is considerably higher. We prepare you for the conversation with your caseworker, online and at flexible times that suit you. In Essen, you book the appointment with the Employment Agency via 0800 4555500 or online, and with the Jobcenter via the service center at 0201 88-56999.

What is special about the start-up scene in Essen?

Essen has a founder scene that revolves around start-ups and structural change. By its own account, the economic development agency EWG counts 171 start-ups in the city and supports founders with advice on business models and funding as well as with the UPSCALER program. The ZukunftsZentrumZollverein (Triple Z) offers offices, workshop spaces, and monthly start-up advice. At the University of Duisburg-Essen, the GUIDE start-up center helps students and researchers. In 2025, IT.NRW counted 7,459 business registrations in Essen, significantly more than the year before; the statistics do not say where the jump comes from.

Is the Jobcenter Essen the same as the Employment Agency?

No. Since January 1, 2012, the Jobcenter Essen has been run solely by the City of Essen as an approved municipal provider (zugelassener kommunaler Träger). The Employment Agency is part of the Federal Employment Agency. The Employment Agency is responsible for unemployment benefit I and the start-up grant, the Jobcenter for basic income support and the entry allowance. Online applications to the Jobcenter are made via the City of Essen’s service portal with BundID. The first point of contact for new customers is the new customer area at Berliner Platz 10.

Which tax office in Essen is responsible for my start-up?

Essen has two tax offices, both at Altendorfer Straße 129. Essen-Süd is responsible for areas including Rüttenscheid, Bredeney, Holsterhausen, Frohnhausen, Margarethenhöhe, Werden, Kettwig, Kupferdreh, and Heisingen. Essen-NordOst covers areas including Altenessen, Borbeck, Katernberg, Kray, Steele, Stoppenberg, and the city center. The division is set out in the NRW regulation on tax office jurisdiction (Finanzamtszuständigkeitsverordnung NRW). You can reach both by phone via the service number 0211 1655 1655.

How do I register a business in Essen?

The easiest way is to register your business online, via the City of Essen’s business registration service or via the Wirtschafts-Service-Portal.NRW. For this, you need a BundID or a business account (Unternehmenskonto). On site, it is only possible by appointment at the business registration office at Porscheplatz 1, which is closed on Wednesdays. Registration costs €26 for sole proprietorships and €33 for a GmbH or UG. You then send the questionnaire for tax registration to the tax office via ELSTER within four weeks. The city does not forward it automatically. Freelancers register only with the tax office.

Where can I get the expert opinion for the start-up grant in Essen?

The IHK for Essen, Mülheim an der Ruhr, and Oberhausen prepares the expert opinion for start-ups in trade, industry, and commercial services if your business location is in its district. You upload the documents there. For the skilled crafts, the Handwerkskammer Düsseldorf is responsible. The law names chambers, professional associations, and credit institutions as qualified bodies; the list is not exhaustive. The STARTERCENTER at 0201 1892-143 will tell you whether a fee applies.

What distinguishes free start-up advice in Essen from start-up coaching with an AVGS?

In Essen, free advice is offered, for example, by the STARTERCENTER NRW at the IHK (hotline 0201 1892-143) and, at Zollverein, by the Triple Z, on the first Tuesday of every month for prospective founders from city district VI. There you clarify your idea, legal form, financing, and funding options; the EWG’s Start-up-Support also helps with this. Start-up coaching with an AVGS complements this start-up advice once your voucher is approved: in up to 120 teaching units, we work with you on your business plan, financial plan, and the documents for the expert opinion, with no personal contribution after written approval.

Who gets an AVGS voucher?

Primarily ALG I recipients whose caseworker sees a need for counseling get an AVGS. People receiving basic income support (ALG II) can also receive an AVGS in certain cases. Issuing the AVGS is at the caseworker’s discretion; there is no legal entitlement to start-up coaching. Important: you must apply for the AVGS BEFORE the counseling begins, otherwise later funding is not possible.

How much does AVGS coaching cost?

With an AVGS voucher: 100% funded after written approval, so you pay nothing at all. The costs are billed entirely through your activation voucher. If you do not receive an AVGS, there are alternative routes: BAFA-funded consulting with a reduced personal contribution, or self-pay consulting. In the free initial consultation we clarify which route fits your situation.

How long does AVGS coaching take?

AVGS coaching comprises up to 120 teaching units (UE), spread over 2–6 months. The exact number is stated in your AVGS voucher. We align the schedule flexibly with your availability, for example 2–3 sessions per week of 90 minutes, online via Zoom or Teams. Content: business plan, financial plan, marketing, and preparing the start-up grant application.

What is the difference between the AVGS and the start-up grant?

The AVGS is a COUNSELING voucher for coaching (for example start-up coaching). The start-up grant is direct FINANCIAL support for your living costs during the start-up phase (6 months of ALG I plus €300 per month). The two can be combined: AVGS coaching can be exactly the way to prepare your start-up grant application professionally. The Employment Agency decides at its discretion whether to approve the grant. The table above shows how often the Employment Agency Essen funded it in 2025.

Marcel Zöller

  • Genusswerte
  • Köln-Nippes
AVGS coaching + bank financing

Starting point

Marcel had a viable concept: delicatessen as an experience, with tastings and a gift service. His bottleneck was financing: without a bankable business plan there was no capital and no store. Through an AVGS he used the coaching to put exactly this document together professionally.

What we did

We developed a business plan that stands up to a bank review, with comprehensible revenue assumptions and a clean cost structure. Crucially, we worked through the numbers so thoroughly that Marcel could explain and defend every assumption himself in the bank meeting.

Result

The business plan secured the financing. Having started in Köln-Nippes, Genusswerte is now present at several locations and continues to grow through a franchise model. An idea became a brand.

“With the business plan in hand, the bank meeting was no longer about begging, but a conversation among equals.”

Sebastian wanted to sell water hygiene filters and treatment systems with real service quality. For that he needed financing for tools, equipment, vehicles, and licenses, and above all had to convince the bank.

What we did

We created a professional business plan, provided business management training, and developed a B2B marketing and competitive strategy, including a market analysis and a transparent financial plan for the bank.

Result

KfW start-up loan approved quickly. Today own water is a business partner of well-known Cologne-based brands, including FC Viktoria Köln and Kölner Haie, with its own online shop and its own flavor line.

“The biggest hurdle was convincing the bank of my concept. Pavel and his team brought my business plan and financial plan up to the required level and were always available. I recommend Unternehmenswerk without reservation.”

AVGS coaching + BAFA follow-up

Starting point

Giovanni wanted to build an everyday assistance service for seniors in Cologne, but had hardly any business management knowledge. He needed support with the business plan, financial administration, and the upcoming official steps.

What we did

Together we created the business plan and trained him in financial planning with a genuine course-like approach, with practical tools he still uses every day. We also supported him through the licensing procedure under North Rhine-Westphalia state law.

Result

Today an established Cologne brand with a permanent license and solid financial organization: direct billing with the long-term care insurance funds, Google 4.9 with numerous reviews.

“Thanks to the coaching, I have a solid grasp of financial administration. I can recommend Unternehmenswerk without reservation.”
