What Is AVGS Coaching in Hamburg?

AVGS coaching in Hamburg is start-up coaching that you use with an Activation and Placement Voucher (Aktivierungs- und Vermittlungsgutschein, AVGS, § 45 SGB III) from the Employment Agency (Agentur für Arbeit) or Jobcenter responsible for Hamburg. Once approved in writing, it comes with no personal contribution. The voucher is a discretionary benefit (Ermessensleistung). The program is delivered online by the AZAV-certified UW Unternehmensweg GmbH (Z-000392-2); the initial consultation (30 minutes) is free of charge.

In Hamburg, the Employment Agency has seven locations, one in each district. The Jobcenter team.arbeit.hamburg is, by its own account, the largest Jobcenter in Germany and has 16 locations for the city’s neighborhoods; which one applies to you depends on where you live. The route to the voucher is described in the section AVGS in Hamburg.

After Berlin and Munich, Hamburg is one of the most important start-up regions in Germany, with a strong focus on the port and logistics industry, media and publishing, the creative industries, e-commerce, and services. Around 84% of employees work in the service sector. Hamburg benefits from its location in the north, the international port, and an active start-up scene around HSBA and betahaus. Pavel Deuble and his nationwide team have supported many founders from Hamburg in these industries, entirely online and regardless of location.

Port & logistics

The large port makes Hamburg a logistics and trade hub, and many start-ups emerge along the supply chain.

Media & publishing

As a city of publishing and media, Hamburg offers a strong environment for creatives, journalists, and content founders.

E-commerce & services

Around 84% of employees work in the service sector, ideal for digital and consulting start-ups.

Creative & consumer

Advertising, design, and consumer goods shape the city, and consumer-oriented concepts find their market here.

Trade tax in Hamburg: municipal multiplier of 470%

The city of Hamburg levies trade tax (Gewerbesteuer) at a municipal multiplier (Hebesatz) of 470% (as of 2026, source: Hamburg Finance Authority (Finanzbehörde)). The multiplier determines how much trade tax is due on your profit and therefore belongs in every financial plan.

Sole proprietorships and partnerships have an allowance of €24,500 of profit per year. The tax office (Finanzamt) also credits a large part of the trade tax against income tax, up to 4.0 times the tax base amount (§ 35 EStG). Freelancers, such as physicians, architects, or journalists, do not pay trade tax.

Example calculation with €60,000 profit per year

  • Sole proprietorship: €5,840 trade tax. Up to €4,970 of this can be credited against income tax, leaving an additional burden of around €870.
  • GmbH (limited liability company; no allowance, no credit): €9,870 trade tax.

Simplified calculation without add-backs, solidarity surcharge, and church tax; the credit is also limited to the income tax attributable to business income. This does not replace tax advice. In your business plan we calculate with your municipality’s multiplier. Which legal form makes financial sense for you is shown by the legal form finder (Rechtsform-Finder).

Starting a business in Hamburg: facts and figures

The table summarizes how many businesses are registered in Hamburg and its seven districts, how many people are registered as unemployed, and how many receive a start-up grant. We retrieved the figures on October 16, 2026, from the Statistikamt Nord (the statistics office for Hamburg and Schleswig-Holstein), the Federal Employment Agency, and hamburg.de.

The business statistics also include takeovers and relocations, while freelancers are missing. Since June 2025, the Statistikamt has been cleaning up the business notifications by removing outdated and late notifications; this mainly affects deregistrations, so their decline in 2025 is not a reliable trend.

AVGS in Hamburg: Employment Agency or team.arbeit.hamburg

Hamburg divides the route according to your benefit: with unemployment benefit I, you are with the Employment Agency Hamburg; with basic income support, with the Jobcenter team.arbeit.hamburg, a joint institution of the city and the Employment Agency. In Hamburg, both offices issue an AVGS for “introduction to self-employment” (Heranführung an eine selbständige Tätigkeit); in the law, it is found in § 45 para. 1 sentence 1 no. 4 SGB III, in conjunction with § 16 SGB II for the Jobcenter. You have no legal entitlement to it; your specialist decides at their discretion.

With unemployment benefit I: Employment Agency Hamburg

  • In addition to the main agency at Kurt-Schumacher-Allee 16, there are offices in Altona, Bergedorf, Eimsbüttel, Harburg, Nord, and Wandsbek. Which one is responsible for you depends on your postal code and, in some cases, on your street.
  • In-person visits are only possible with an appointment, which you book online. The agency promises an available appointment within three working days, also as a video call on request. On Tuesdays from 7:45 a.m. to 12:45 p.m., you can come to the entrance areas without an appointment.
  • For urgent matters such as registering as unemployed, there is the service unit at Nagelsweg 9, open Mon, Tue, Thu, and Fri from 7:45 a.m. to 12:45 p.m.
  • More people in Hamburg are using the start-up grant than a year ago: 902 in September 2026 compared with 798.

With basic income support: Jobcenter team.arbeit.hamburg

  • The location for your neighborhood is responsible; the Jobcenter’s location search shows you which one. Since October 7, 2026, St. Pauli has belonged to the Mitte location. Veddel, Kleiner Grasbrook, and Steinwerder belong to Wilhelmsburg, and Finkenwerder and Waltershof to Süderelbe.
  • If you are already self-employed, you are supported citywide at the location for self-employed people at Weidestraße 120a. For the start-up itself, the location for where you live remains responsible.
  • The Jobcenter pays the entry allowance (Einstiegsgeld) for self-employment at its discretion and, according to its funding page, usually for a maximum of twelve months; the law allows up to 24. You apply for it informally before you start; there is no legal entitlement to it.
  • You can reach the ServiceCenter at 040 2485 1444 (Mon–Thu 8:00 a.m.–6:00 p.m., Fri 8:00 a.m.–2:00 p.m.). Advice is given by appointment only; appointments, messages, and documents can also be handled via the KontaktCenter and jobcenter.digital.

Handelskammer, district office, and tax office in Hamburg

  • The Handelskammer Hamburg (Hamburg Chamber of Commerce) issues the viability certificate (Tragfähigkeitsbescheinigung) for the start-up grant for €50 including VAT, but only for commercial start-ups that belong to the chamber. You apply for it via the online tool “Unternehmenswerkstatt Deutschland”; processing takes at least 14 days.
  • There is no central trade office in Hamburg. You register your business with the district office (Bezirksamt) where your business is located or online via HamburgService (the city’s online service portal); the Handelskammer also accepts registrations of businesses that do not require a permit, and the Chamber of Crafts accepts those of craft businesses.
  • Hamburg has ten regional tax offices, responsible by neighborhood. The Tax Office Hamburg-Mitte only covers Altstadt, Neustadt, and the western part of HafenCity; all of them can be reached at 040 115.

For the first steps, Hamburg has four further contact points that, by their own account, mostly offer advice free of charge. During Start-up Week Germany (Gründungswoche Deutschland), the Handelskammer invites you to an information day on starting a business on November 16, 2026: from 10:00 a.m. to 1:00 p.m. on the business plan, funding, and trade law, and from 2:30 p.m. to 4:00 p.m. on taxes.

There is no general Hamburg start-up scholarship; the IFB’s InnoFounder grant is intended for innovative, mostly digital start-ups. The guidelines do not specify whether an IFB program is possible alongside unemployment benefit I, basic income support, or the start-up grant; ask the IFB and the Employment Agency or Jobcenter before you apply. Once your AVGS is approved, we work with you in start-up coaching on a business plan that plans revenue and liquidity for 24 months, as the Handelskammer requires for its certificate.

We take care of navigating these offices for you.

Frequently asked questions

Frequently Asked Questions About AVGS Coaching in Hamburg

Which office in Hamburg is responsible for my AVGS?

That depends on your benefit. If you receive ALG I, the Employment Agency in Hamburg is responsible (Kurt-Schumacher-Allee 16, 20097 Hamburg (St. Georg); phone 0800 4555500). If you receive basic income support (ALG II), your local Jobcenter Hamburg is responsible. In both cases your caseworker decides on the AVGS. In-person visits are only possible by appointment; we prepare you flexibly online for the conversation.

Where do I find AZAV-certified providers in Hamburg?

You can find an official list of AZAV-certified providers in the KURSNET of the Federal Employment Agency (Bundesagentur für Arbeit). We, UW Unternehmensweg GmbH, are an AZAV-certified provider (provider certificate Z-000392-2, area 1) based in Leverkusen that offers AVGS programs nationwide. Our programs are delivered entirely online, flexibly and without travel. We offer two programs: “Businessweg” (Z-000482-2) for start-up coaching and “JobWeg” (Z-001366-3) for applicant & job coaching.

How long does AVGS approval take in Hamburg?

The approval time depends on your caseworker and the current workload of the relevant Hamburg office. It typically takes 2–4 weeks from application to approval. For well-prepared applications with a clear rationale and a viable concept, the approval rate is considerably higher. We prepare you for the conversation with your caseworker, online and at flexible times that suit you. The Employment Agency’s hotline is 0800 4555500, and you can reach the team.arbeit.hamburg ServiceCenter at 040 2485 1444.

What is special about the start-up scene in Hamburg?

In 2025, the Statistikamt Nord counted 20,716 business registrations in Hamburg, most of them in the districts of Mitte (5,125) and Wandsbek (4,152). According to figures from the Startup-Verband (German Startups Association), 212 new start-ups were founded in Hamburg in the first half of 2026; these are not official statistics. Startup Port advises students and researchers from ten universities and research institutions, and hei. advises everyone else with free initial advice. During Start-up Week from November 16 to 22, 2026, the events include the Female Entrepreneurship Week of Startup Port and HAW Hamburg (Hamburg University of Applied Sciences) and several formats by hei.

Which team.arbeit.hamburg location is responsible for my neighborhood?

The Jobcenter assigns responsibility by neighborhood. Altona (Behringstraße 122) covers Bahrenfeld, Ottensen, Altona-Nord, Altona-Altstadt, and Sternschanze, and Osdorf (Achtern Born 135) covers the Elbvororte (the western suburbs along the Elbe) and Lurup. Eimsbüttel (Troplowitzstraße 7) and Lokstedt (Hugh-Greene-Weg 2) share the district of Eimsbüttel, and Nord (Krohnstieg 45) is responsible for the area from Eppendorf to Langenhorn. In the east, there are Barmbek (Oberaltenallee 40), Bramfeld (Bramfelder Straße 121), Wandsbek (Friedrich-Ebert-Damm 160), and Rahlstedt (Meiendorfer Straße 205d), as well as Billstedt (Billstedter Hauptstraße 44-48), Mümmelmannsberg (Feiningerstraße 14), and Bergedorf (Ludwig-Rosenberg-Ring 41). Since October 7, 2026, Mitte (Norderstraße 103) has also covered St. Pauli. South of the Elbe, Wilhelmsburg (Mengestraße 19), Harburg (Blohmstraße 14), and Süderelbe (Neugrabener Markt 5) are responsible. If in doubt, the location search on the Jobcenter’s website or the ServiceCenter at 040 2485 1444 can help.

How do I get an appointment at the Employment Agency Hamburg?

The fastest way is the agency’s online appointment booking. Since July 20, 2026, all seven Hamburg locations have given personal appointments only this way, and the agency promises an available appointment within three working days; the meeting is also possible by video. You can reach the agency by phone at 0800 4555500 (Mon–Thu 8:00 a.m.–6:00 p.m., Fri 8:00 a.m.–2:00 p.m.). Without an appointment, you can come to the entrance areas on Tuesday mornings, and in urgent cases to the service unit at Nagelsweg 9. Mention starting a business and the AVGS right when you book so that your specialist is prepared.

How much does the Handelskammer Hamburg’s viability certificate cost?

€50 including VAT; you receive the invoice after the meeting. The Handelskammer only issues it for commercial start-ups in Hamburg that belong to the chamber; for the skilled crafts and freelance professions, you need a different qualified body. You submit the cover letter and the agency’s form, your CV with certificates, a business plan of 10 to 20 pages, your private financial needs, a revenue plan or profitability forecast for 24 months, a monthly liquidity plan for 24 months, and a capital requirements and financing plan. Allow at least 14 days for processing. Which other qualified bodies exist is described on our page Start-up grant in Hamburg.

Where do I register my business in Hamburg, and what does it cost?

The district office where your business is located is responsible. The easiest way is the online service “Gewerbeanzeige” (business notification) on HamburgService, without a form or signature, for example with the online ID function of your ID card. The Handelskammer also accepts registrations of businesses that do not require a permit, and the Chamber of Crafts accepts those of craft businesses. Registration costs €25, for partnerships €25 per partner; the confirmation usually arrives within two weeks. Register at the same time as you start, and then send the questionnaire for tax registration to your tax office via ELSTER within one month.

Norderstedt, Pinneberg, Ahrensburg: Which Employment Agency and which Jobcenter apply there?

Not the Hamburg offices, because all three cities belong to Schleswig-Holstein. For Norderstedt and Pinneberg, the Employment Agency Elmshorn is responsible, with offices at Rathausallee 92 in Norderstedt and at Damm 25 in Pinneberg. Ahrensburg belongs to the Employment Agency Bad Oldesloe, office at Bogenstraße 28-28a. The Jobcenter is then also one in Schleswig-Holstein, and Hamburg state programs such as the IFB loans require a business based in Hamburg. Our start-up coaching with an AVGS takes place online, so you can also take part from Norderstedt, Pinneberg, or Ahrensburg.

Who gets an AVGS voucher?

Primarily ALG I recipients whose caseworker sees a need for counseling get an AVGS. People receiving basic income support (ALG II) can also receive an AVGS in certain cases. Issuing the AVGS is at the caseworker’s discretion; there is no legal entitlement to start-up coaching. Important: you must apply for the AVGS BEFORE the counseling begins, otherwise later funding is not possible.

How much does AVGS coaching cost?

With an AVGS voucher: 100% funded after written approval, so you pay nothing at all. The costs are billed entirely through your activation voucher. If you do not receive an AVGS, there are alternative routes: BAFA-funded consulting with a reduced personal contribution, or self-pay consulting. In the free initial consultation we clarify which route fits your situation.

How long does AVGS coaching take?

AVGS coaching comprises up to 120 teaching units (UE), spread over 2–6 months. The exact number is stated in your AVGS voucher. We align the schedule flexibly with your availability, for example 2–3 sessions per week of 90 minutes, online via Zoom or Teams. Content: business plan, financial plan, marketing, and preparing the start-up grant application.

What is the difference between the AVGS and the start-up grant?

The AVGS is a COUNSELING voucher for coaching (for example start-up coaching). The start-up grant is direct FINANCIAL support for your living costs during the start-up phase (6 months of ALG I plus €300 per month). The two can be combined: AVGS coaching can be exactly the way to prepare your start-up grant application professionally.
