What Is AVGS Coaching in Düsseldorf?

AVGS coaching in Düsseldorf is start-up coaching that you use with an Activation and Placement Voucher (Aktivierungs- und Vermittlungsgutschein, AVGS, § 45 SGB III) from the Employment Agency (Agentur für Arbeit) or Jobcenter responsible for Düsseldorf. Once approved in writing, it comes with no personal contribution. The voucher is a discretionary benefit (Ermessensleistung). The program is delivered online by the AZAV-certified UW Unternehmensweg GmbH (Z-000392-2); the initial consultation (30 minutes) is free of charge.

In Düsseldorf, the Employment Agency has a single location at Grafenberger Allee 300, responsible for the whole city. The Jobcenter works at three locations assigned by postal code, and start-ups from basic income support are supported by a dedicated team at the Mitte location. Where to go is explained in the section AVGS in Düsseldorf.

Düsseldorf is the state capital of North Rhine-Westphalia, with more than 400,000 employees subject to social insurance contributions and an internationally oriented economic structure. Particularly well represented are fashion and design (Düsseldorf is regarded as Germany’s fashion metropolis), advertising and communications, financial services, tech and IT, and trade and industry. Düsseldorf benefits from numerous corporate headquarters, an active start-up scene, and its proximity to the Rhine-Ruhr region. Pavel Deuble and his nationwide team have supported many founders from Düsseldorf in these industries, entirely online and regardless of location.

Fashion & design

As Germany’s fashion metropolis, Düsseldorf attracts fashion, design, and lifestyle start-ups.

Advertising & communications

One of the densest agency landscapes in Germany, perfect for creatives and self-employed communications professionals.

Financial services

Numerous corporate headquarters and banks create demand for consulting, FinTech, and B2B services.

Trade & industry

From wholesale to industry, the economically strong state capital supports a wide variety of start-ups.

Funding landscape in North Rhine-Westphalia: NRW.BANK

As the development bank of the state of NRW, NRW.BANK supports start-ups with low-interest loans, microloans, and equity investments. We know the right building blocks and prepare your application so that it is bankable.

We support founders in Düsseldorf and the surrounding area, including Neuss, Krefeld, and Ratingen, entirely online and regardless of location.

Trade tax in Düsseldorf: municipal multiplier of 440%

The city of Düsseldorf levies trade tax (Gewerbesteuer) at a municipal multiplier (Hebesatz) of 440% (as of 2026, source: City of Düsseldorf). The multiplier determines how much trade tax is due on your profit and therefore belongs in every financial plan.

Sole proprietorships and partnerships have an allowance of €24,500 of profit per year. The tax office (Finanzamt) also credits a large part of the trade tax against income tax, up to 4.0 times the tax base amount (§ 35 EStG). Freelancers, such as physicians, architects, or journalists, do not pay trade tax.

Example calculation with €60,000 profit per year

  • Sole proprietorship: €5,467 trade tax. Up to €4,970 of this can be credited against income tax, leaving an additional burden of around €497.
  • GmbH (limited liability company; no allowance, no credit): €9,240 trade tax.

Simplified calculation without add-backs, solidarity surcharge, and church tax; the credit is also limited to the income tax attributable to business income. This does not replace tax advice. In your business plan we calculate with your municipality’s multiplier. Which legal form makes financial sense for you is shown by the legal form finder (Rechtsform-Finder).

AVGS in Düsseldorf: Employment Agency, Jobcenter, and the Team for Self-Employed People

In Düsseldorf, the route is short: the Employment Agency supports everyone who receives unemployment benefit I, and the Jobcenter Düsseldorf everyone receiving basic income support. The Jobcenter is a joint institution of the city and the Federal Employment Agency. You have no legal entitlement to the voucher for “introduction to self-employment” (Heranführung an eine selbständige Tätigkeit); your specialist at the Employment Agency or Jobcenter decides at their discretion. In the law, it is found in § 45 para. 1 sentence 1 no. 4 SGB III, and the Jobcenter applies it via § 16 SGB II.

With unemployment benefit I: Employment Agency Düsseldorf

  • The Employment Agency has only the location at Grafenberger Allee 300 (Schlüterstraße/Arbeitsagentur stop) and is responsible for all of Düsseldorf. For letters, the address is Agentur für Arbeit Düsseldorf, 40180 Düsseldorf.
  • You can reach it by phone at 0800 4555500 or locally at 0211 692-0, Monday to Thursday from 8:00 a.m. to 6:00 p.m. and Friday from 8:00 a.m. to 2:00 p.m.
  • Visits are only possible with an appointment, which you book online. You can only come without an appointment if a statutory deadline is about to expire: Mon, Tue, and Fri 7:30 a.m. to noon, Thu 7:30 a.m. to 3:00 p.m., not on Wednesdays.
  • In September 2026, 315 people in Düsseldorf received the start-up grant, almost as many as a year earlier (306).

With basic income support: Jobcenter Düsseldorf

  • Your postal code determines the location: Nord (Grafenberger Allee 300, in the Employment Agency building), Mitte (Luisenstraße 105), or Süd (Reisholzer Werftstraße 42). If you are under 25, placement is handled by the Jugend-Job-Center (youth job center) at the Nord location; for payments, the location for your postal code remains responsible.
  • There is a dedicated team at the Mitte location for all self-employed people in the city. First, your contact person in the Beratung-Arbeit-Förderung team (advice, work, and support) clarifies whether starting a business is the right route; after that, the team for self-employed people advises you.
  • You can reach the service center at 0211 91747-0 (Mon–Thu 8:00 a.m.–6:00 p.m., Fri 8:00 a.m.–2:00 p.m.) and the team for financial assistance for self-employment at 0211 91747-901.
  • Advice is given by appointment only. You can reach your contact person in the Beratung-Arbeit-Förderung team via the direct contacts; for questions about payments, the online appointments include the option “Ich möchte mich selbständig machen” (I want to become self-employed). You can scan documents without an appointment in the digital service area, which is available at all three locations.

Expert opinion, STARTERCENTER, and tax offices in Düsseldorf

  • The IHK Düsseldorf (Düsseldorf Chamber of Commerce and Industry) writes the expert opinion for the start-up grant for €80 plus VAT if you are starting a business as your main occupation in Düsseldorf or the district of Mettmann (Kreis Mettmann) and do not practice a skilled craft. If documents are missing three working days before the appointment, it cancels the appointment.
  • Düsseldorf has two STARTERCENTER NRW offices, one at the IHK for trade businesses and one at the Chamber of Crafts for the skilled crafts. The Startup Unit of the economic development agency also provides free advice but is not a STARTERCENTER.
  • Four tax offices are mainly responsible for the city area: Altstadt, Mitte, Nord, and Süd. Each has a unit for new tax cases; the tax office finder (Finanzamtsfinder) of the NRW tax administration shows which office is responsible for you.

Start-up advice in Düsseldorf: who else supports you

In Düsseldorf, the economic development agency, the chambers, and universities mostly offer advice free of charge, by their own account; individual seminars and the expert opinion cost money. If you would like to exchange ideas with others: on November 24, 2026, Hochschule Düsseldorf (University of Applied Sciences) invites you to the Founders’ Dialogue at TechHub.K67 at Kasernenstraße 67 from 6:00 p.m. to 8:00 p.m., also open to people interested in starting a business.

Startup Unit of the economic development agency

Burgplatz 1: start-up advice from the business model to the business plan, appointments by prior arrangement, for example at 0211 89-93813. The Startup Unit is also the contact point for the Gründungsstipendium.NRW.

STARTERCENTER NRW of the IHK Düsseldorf

Ernst-Schneider-Platz 1, appointments via 0211 3557-246: feedback on your business plan, funding, and a recommendation for the NRW.Mikrodarlehen. The one-day seminar “Karriereziel Unternehmertum” (career goal: entrepreneurship) costs €105, on November 4, 2026, online and on December 10, 2026, at the IHK.

STARTERCENTER NRW of the Chamber of Crafts

Georg-Schulhoff-Platz 1, business advice 0211 8795-555: free of charge for founders in the skilled crafts, also on the Meistergründungsprämie NRW of up to €16,000. You submit the application before starting the business.

Start-up advice at the universities

CEDUS at Heinrich Heine University advises students, graduates, and researchers, with tax consultation hours on the second Tuesday of each month. The Gründungszeit (start-up program) of Hochschule Düsseldorf has dates on November 19, November 24, November 27, and December 9, 2026.

The Gründungsstipendium.NRW pays innovative projects €1,200 a month for up to twelve months on the recommendation of a jury; there is no legal entitlement. It cannot be combined with unemployment benefit I, basic income support, the start-up grant, or the entry allowance. Once your AVGS is approved, we work with you in start-up coaching on the business plan and the financial section, the way the IHK Düsseldorf requires them for its expert opinion: with a liquidity plan for at least 24 months and a revenue and profitability forecast for three years.

We take care of navigating these offices for you.

Expert opinion, bankable business plan, and preparation for the Employment Agency, Jobcenter, or bank: through AVGS coaching in Düsseldorf, 100% funded after written approval.

Frequently asked questions

Frequently Asked Questions About AVGS Coaching in Düsseldorf

Which office in Düsseldorf is responsible for my AVGS?

That depends on your benefit. If you receive ALG I, the Employment Agency in Düsseldorf is responsible (Grafenberger Allee 300, 40237 Düsseldorf; phone 0800 4555500 (toll-free) / 0211 692-0 (landline)). If you receive basic income support (ALG II), your local Jobcenter Düsseldorf is responsible. In both cases your caseworker decides on the AVGS. In-person visits are only possible by appointment; we prepare you flexibly online for the conversation.

Where do I find AZAV-certified providers in Düsseldorf?

You can find an official list of AZAV-certified providers in the KURSNET of the Federal Employment Agency (Bundesagentur für Arbeit). We, UW Unternehmensweg GmbH, are an AZAV-certified provider (provider certificate Z-000392-2, area 1) based in Leverkusen that offers AVGS programs nationwide. Our programs are delivered entirely online; on request, an in-person meeting at our office in Düsseldorf is possible. We offer two programs: “Businessweg” (Z-000482-2) for start-up coaching and “JobWeg” (Z-001366-3) for applicant & job coaching.

How long does AVGS approval take in Düsseldorf?

The approval time depends on your caseworker and the current workload of the Employment Agency in Düsseldorf. It typically takes 2–4 weeks from application to approval. For well-prepared applications with a clear rationale and a viable concept, the approval rate is considerably higher. We prepare you for the conversation with your caseworker, online and at flexible times that suit you. You can reach the Düsseldorf Employment Agency at 0800 4555500 and the Jobcenter’s service center at 0211 91747-0.

What is special about the start-up scene in Düsseldorf?

For 2025, IT.NRW counted 7,366 business registrations in Düsseldorf, including 6,495 new establishments; in North Rhine-Westphalia, only Cologne and Essen had more. The economic development agency speaks of around 500 start-ups in the city and advises founders through its Startup Unit. Students and researchers can find help at CEDUS at Heinrich Heine University and at the Gründungszeit program of Hochschule Düsseldorf. This fall, the economic development agency will present the winners of the NEXT AWARD Düsseldorf on November 12, 2026.

Which postal codes does the Jobcenter Düsseldorf cover in Nord, Mitte, and Süd?

That depends on your postal code. Nord location, Grafenberger Allee 300: 40235, 40237, 40239, 40468, 40470, 40472, 40474, 40476, 40477, 40479, 40489, 40625, 40627, and 40629. Mitte location, Luisenstraße 105: 40210, 40211, 40212, 40213, 40215, 40217, 40219, 40221, 40223, 40225, 40227, 40233, 40545, 40547, and 40549. Süd location, Reisholzer Werftstraße 42: 40229, 40231, 40589, 40591, 40593, 40595, 40597, and 40599. If you are under 25, the Jugend-Job-Center at the Nord location takes care of placement. If you want to become self-employed, the team for self-employed people at the Mitte location is responsible for the whole city.

Does the Jobcenter Düsseldorf help with starting a business from basic income support?

Yes, with a dedicated team for self-employed people at the Mitte location, Luisenstraße 105. First, you talk to your contact person in the Beratung-Arbeit-Förderung team about your idea and your business plan. If they consider self-employment the right route, the team for self-employed people then advises you. During self-employment, the Jobcenter initially approves your basic income support provisionally for six months; for this, you estimate your income using the Anlage EKS (the form for estimating self-employment income). Questions about payments are answered by the team for financial assistance at 0211 91747-901. Whether you receive the entry allowance or an AVGS for start-up coaching is decided by the Jobcenter at its discretion; there is no legal entitlement.

How much does the IHK Düsseldorf’s expert opinion for the start-up grant cost?

€80 plus VAT; you receive the invoice once it has been prepared. The IHK writes the expert opinion if you are starting a business as your main occupation in Düsseldorf or the district of Mettmann and do not practice a skilled craft. Before arranging an appointment, you send the agency’s form, your CV with supporting documents, and the business plan with your private financial needs. In addition, you need a revenue and profitability forecast for three years, a liquidity plan for at least 24 months, and the capital requirements and financing. Everything must be complete no later than three working days before the appointment. The IHK does not write expert opinions for skilled crafts; for these, ask the business advice service of the Handwerkskammer Düsseldorf, phone 0211 8795-555. In principle, you may choose the qualified body freely; ask the agency beforehand whether it recognizes the body.

What do I need to register a business in Düsseldorf?

Online via the Wirtschafts-Service-Portal.NRW (the state’s online business service portal), for which you need a BundID account. You can also send the registration by post, fax, or email to the business registration office of the Ordnungsamt, Worringer Straße 111, phone 0211 89-23268. You can come in person on Mondays and Wednesdays to Fridays from 8:00 a.m. to 12:30 p.m. or by appointment. The fee is €26 for sole proprietorships and GbR, €33 for GmbH and UG, and €13 for each additional managing person; payment is cashless only. Describe your activity precisely; the city does not accept descriptions such as “trade in goods of all kinds” (Handel mit Waren aller Art). Your tax office expects the questionnaire for tax registration, which you complete via ELSTER, no later than one month after you start.

Ratingen and Neuss: Which Employment Agency and which IHK are responsible there?

Not the Employment Agency Düsseldorf; its area covers only the city of Düsseldorf. Neuss belongs to the Employment Agency Mönchengladbach, which also covers the Rhein-Kreis Neuss; read more on our page AVGS coaching in Mönchengladbach. The IHK is a different matter: the IHK Düsseldorf is also responsible for the district of Mettmann, including Ratingen, and writes the expert opinion for the start-up grant there as well.

Who gets an AVGS voucher?

Primarily ALG I recipients whose caseworker sees a need for counseling get an AVGS. People receiving basic income support (ALG II) can also receive an AVGS in certain cases. Issuing the AVGS is at the caseworker’s discretion; there is no legal entitlement to start-up coaching. Important: you must apply for the AVGS BEFORE the counseling begins, otherwise later funding is not possible.

How much does AVGS coaching cost?

With an AVGS voucher: 100% funded after written approval, so you pay nothing at all. The costs are billed entirely through your activation voucher. If you do not receive an AVGS, there are alternative routes: BAFA-funded consulting with a reduced personal contribution, or self-pay consulting. In the free initial consultation we clarify which route fits your situation.

How long does AVGS coaching take?

AVGS coaching comprises up to 120 teaching units (UE), spread over 2–6 months. The exact number is stated in your AVGS voucher. We align the schedule flexibly with your availability, for example 2–3 sessions per week of 90 minutes, online via Zoom or Teams. Content: business plan, financial plan, marketing, and preparing the start-up grant application.

What is the difference between the AVGS and the start-up grant?

The AVGS is a COUNSELING voucher for coaching (for example start-up coaching). The start-up grant is direct FINANCIAL support for your living costs during the start-up phase (6 months of ALG I plus €300 per month). The two can be combined: AVGS coaching can be exactly the way to prepare your start-up grant application professionally.

Success stories from all over Germany

Successful Start-Ups We Have Supported

Three start-ups from all over Germany that we supported online. Each with a real name and verifiable. From AVGS coaching with a BAFA follow-up, to the start-up grant with financing, to the KfW start-up loan: depending on your starting position, we find the right path. And we support not only start-ups but also existing businesses with business plans and financing.

Marcel Zöller

  • Genusswerte
  • Köln-Nippes
AVGS coaching + bank financing

Starting point

Marcel had a viable concept: delicatessen as an experience, with tastings and a gift service. His bottleneck was financing: without a bankable business plan there was no capital and no store. Through an AVGS he used the coaching to put exactly this document together professionally.

What we did

We developed a business plan that stands up to a bank review, with comprehensible revenue assumptions and a clean cost structure. Crucially, we worked through the numbers so thoroughly that Marcel could explain and defend every assumption himself in the bank meeting.

Result

The business plan secured the financing. Having started in Köln-Nippes, Genusswerte is now present at several locations and continues to grow through a franchise model. An idea became a brand.

“With the business plan in hand, the bank meeting was no longer about begging, but a conversation among equals.”
Sebastian Brück, own water

Sebastian Brück

  • own water
  • Cologne
KfW start-up loan + business plan

Starting point

Sebastian wanted to sell water hygiene filters and treatment systems with real service quality. For that he needed financing for tools, equipment, vehicles, and licenses, and above all had to convince the bank.

What we did

We created a professional business plan, provided business management training, and developed a B2B marketing and competitive strategy, including a market analysis and a transparent financial plan for the bank.

Result

KfW start-up loan approved quickly. Today own water is a business partner of well-known Cologne-based brands, including FC Viktoria Köln and Kölner Haie, with its own online shop and its own flavor line.

“The biggest hurdle was convincing the bank of my concept. Pavel and his team brought my business plan and financial plan up to the required level and were always available. I recommend Unternehmenswerk without reservation.”

Saskia Roß

  • Cleaning service
  • Erkelenz (NRW)
Start-up grant + consulting

Starting point

Saskia had no experience with financial planning, bookkeeping, and taxes and was unsure about approaching customers and selling. The business plan and the Employment Agency’s requirements worried her.

What we did

We adapted the coaching to her needs, gave practical tips on financial planning, approaching customers, and selling, and created the business plan and application documents together.

Result

Start-up grant approved. Saskia developed a solid business concept and feels considerably more confident today.

What these start-ups have in common:

  • Early planning: at least 6–8 weeks lead time
  • Systematic preparation of business plan + financial plan
  • Active support until approval through the right funding route
  • A one-person start-up becomes a scalable brand
