Leverkusen is known as a chemical and industrial location (Bayer, Currenta, Chempark), but it also has a diverse base of small and medium-sized businesses (Mittelstand) in skilled trades, services, trade, and the healthcare industry. Its location right next to Cologne and the Bergisches Land region makes the city attractive for founders. Our sister company UW Unternehmensweg GmbH is based in Leverkusen: we support you in person on site or online, and we know the regional economy, the Employment Agency, and the Jobcenter first-hand.

Chemicals & pharma

Leverkusen is the headquarters of Bayer AG and, with the Chempark run by Currenta, is home to one of Europe’s largest chemical and pharmaceutical sites, where companies such as Covestro, Lanxess, and Evonik operate.

Automotive suppliers & mobility

The location combines industry and mobility, with the German headquarters of Mazda and TMD Friction (Textar brand), the world’s leading brake pad manufacturer, both based here.

Logistics & transport

Thanks to its location on the A1, A3, and A59 autobahns and the Rhine port, the city is an important logistics and transshipment hub in the Rhineland metropolitan region.

Sports & health

With the Bundesliga club Bayer 04 Leverkusen (German champion 2024) and its BayArena, the Bayer Giants basketball team, and the Klinikum Leverkusen hospital, the city is a strong sports and healthcare location.

Funding landscape in North Rhine-Westphalia: NRW.BANK

As the development bank of the state of NRW, NRW.BANK supports start-ups with low-interest loans, microloans, and equity investments. We know the right building blocks and prepare your application so that it is bankable.

We support founders in Leverkusen and the surrounding area, including Cologne, Düsseldorf, and Bergisch Gladbach, entirely online and regardless of location.

Trade tax in Leverkusen: municipal multiplier of 250%

The city of Leverkusen levies trade tax (Gewerbesteuer) at a municipal multiplier (Hebesatz) of 250% (as of 2026, source: City of Leverkusen). The multiplier determines how much trade tax is due on your profit and therefore belongs in every financial plan.

Sole proprietorships and partnerships have an allowance of €24,500 of profit per year. The tax office (Finanzamt) also credits a large part of the trade tax against income tax, up to 4.0 times the tax base amount (§ 35 EStG). Freelancers, such as physicians, architects, or journalists, do not pay trade tax.

Example calculation with €60,000 profit per year

  • Sole proprietorship: €3,106 trade tax. In this example, the credit against income tax offsets it completely.
  • GmbH (limited liability company; no allowance, no credit): €5,250 trade tax.

From 2027, the municipal multiplier rises to the statutory minimum multiplier (Mindesthebesatz) of 280% (§ 16 para. 4 GewStG). For 2029, the city’s budget planning, which the city council adopted on July 13, 2026, provides for 290%.

Simplified calculation without add-backs, solidarity surcharge, and church tax; the credit is also limited to the income tax attributable to business income. This does not replace tax advice. In your business plan we calculate with your municipality’s multiplier. Which legal form makes financial sense for you is shown by the legal form finder (Rechtsform-Finder).

Frequently asked questions

Frequently Asked Questions About AVGS Coaching in Leverkusen

Which office in Leverkusen is responsible for my AVGS?

That depends on your benefit. If you receive ALG I, the Employment Agency in Leverkusen is responsible (Heinrich-von-Stephan-Str. 18, 51373 Leverkusen; phone 0800 4555500 (toll-free)). If you receive basic income support (ALG II), the Jobcenter Arbeit und Grundsicherung Leverkusen (AGL) is your point of contact (Heinrich-von-Stephan-Str. 6a, 51373 Leverkusen). In both cases your caseworker decides on the AVGS. In-person visits are only possible by appointment; we prepare you flexibly online for the conversation.

Where do I find AZAV-certified providers in Leverkusen?

You can find an official list of AZAV-certified providers in the KURSNET of the Federal Employment Agency (Bundesagentur für Arbeit). We, UW Unternehmensweg GmbH, are an AZAV-certified provider (provider certificate Z-000392-2, area 1) based in Leverkusen that offers AVGS programs nationwide. Our programs are delivered entirely online; on request, an in-person meeting at our office in Leverkusen is possible. We offer two programs: “Businessweg” (Z-000482-2) for start-up coaching and “JobWeg” (Z-001366-3) for applicant & job coaching.

How long does AVGS approval take in Leverkusen?

The approval time depends on your caseworker and the current workload of the Employment Agency in Leverkusen. It typically takes 2–4 weeks from application to approval. For well-prepared applications with a clear rationale and a viable concept, the approval rate is considerably higher. We prepare you for the conversation with your caseworker, in person in Leverkusen or online.

What is special about the start-up scene in Leverkusen?

Leverkusen is known as a chemical and industrial location (Bayer, Currenta, Chempark), but it also has a diverse base of small and medium-sized businesses (Mittelstand) in skilled trades, services, trade, and the healthcare industry. Its location right next to Cologne and the Bergisches Land region makes the city attractive for founders. Our sister company UW Unternehmensweg GmbH is based in Leverkusen: we support you in person on site or online, and we know the regional economy, the Employment Agency, and the Jobcenter first-hand.

Who gets an AVGS voucher?

Primarily ALG I recipients whose caseworker sees a need for counseling get an AVGS. People receiving basic income support (ALG II) can also receive an AVGS in certain cases. Issuing the AVGS is at the caseworker’s discretion; there is no legal entitlement to start-up coaching. Important: you must apply for the AVGS BEFORE the counseling begins, otherwise later funding is not possible.

How much does AVGS coaching cost?

With an AVGS voucher: 100% funded after written approval, so you pay nothing at all. The costs are billed entirely through your activation voucher. If you do not receive an AVGS, there are alternative routes: BAFA-funded consulting with a reduced personal contribution, or self-pay consulting. In the free initial consultation we clarify which route fits your situation.

How long does AVGS coaching take?

AVGS coaching comprises up to 120 teaching units (UE), spread over 2–6 months. The exact number is stated in your AVGS voucher. We align the schedule flexibly with your availability, for example 2–3 sessions per week of 90 minutes, online via Zoom or Teams. Content: business plan, financial plan, marketing, and preparing the start-up grant application.

What is the difference between the AVGS and the start-up grant?

The AVGS is a COUNSELING voucher for coaching (for example start-up coaching). The start-up grant is direct FINANCIAL support for your living costs during the start-up phase (6 months of ALG I plus €300 per month). The two can be combined: AVGS coaching can be exactly the way to prepare your start-up grant application professionally.

Success stories from all over Germany

Successful Start-Ups We Have Supported

Three start-ups from all over Germany that we supported online. Each with a real name and verifiable. From AVGS coaching with a BAFA follow-up, to the start-up grant with financing, to the KfW start-up loan: depending on your starting position, we find the right path. And we support not only start-ups but also existing businesses with business plans and financing.

Marcel Zöller

  • Genusswerte
  • Köln-Nippes
AVGS coaching + bank financing

Starting point

Marcel had a viable concept: delicatessen as an experience, with tastings and a gift service. His bottleneck was financing: without a bankable business plan there was no capital and no store. Through an AVGS he used the coaching to put exactly this document together professionally.

What we did

We developed a business plan that stands up to a bank review, with comprehensible revenue assumptions and a clean cost structure. Crucially, we worked through the numbers so thoroughly that Marcel could explain and defend every assumption himself in the bank meeting.

Result

The business plan secured the financing. Having started in Köln-Nippes, Genusswerte is now present at several locations and continues to grow through a franchise model. An idea became a brand.

“With the business plan in hand, the bank meeting was no longer about begging, but a conversation among equals.”
Sebastian Brück, own water

Sebastian Brück

  • own water
  • Cologne
KfW start-up loan + business plan

Starting point

Sebastian wanted to sell water hygiene filters and treatment systems with real service quality. For that he needed financing for tools, equipment, vehicles, and licenses, and above all had to convince the bank.

What we did

We created a professional business plan, provided business management training, and developed a B2B marketing and competitive strategy, including a market analysis and a transparent financial plan for the bank.

Result

KfW start-up loan approved quickly. Today own water is a business partner of well-known Cologne-based brands, including FC Viktoria Köln and Kölner Haie, with its own online shop and its own flavor line.

“The biggest hurdle was convincing the bank of my concept. Pavel and his team brought my business plan and financial plan up to the required level and were always available. I recommend Unternehmenswerk without reservation.”
Giovanni Montefusco, Lieblingsmensch

Giovanni Montefusco

  • Lieblingsmensch
  • Cologne
AVGS coaching + BAFA follow-up

Starting point

Giovanni wanted to build an everyday assistance service for seniors in Cologne, but had hardly any business management knowledge. He needed support with the business plan, financial administration, and the upcoming official steps.

What we did

Together we created the business plan and trained him in financial planning with a genuine course-like approach, with practical tools he still uses every day. We also supported him through the licensing procedure under North Rhine-Westphalia state law.

Result

Today an established Cologne brand with a permanent license and solid financial organization: direct billing with the long-term care insurance funds, Google 4.9 with numerous reviews.

“Thanks to the coaching, I have a solid grasp of financial administration. I can recommend Unternehmenswerk without reservation.”

What these start-ups have in common:

  • Early planning: at least 6–8 weeks lead time
  • Systematic preparation of business plan + financial plan
  • Active support until approval through the right funding route
  • A one-person start-up becomes a scalable brand
