What Is AVGS Coaching in Cologne?

AVGS coaching in Cologne is start-up coaching that you use with an Activation and Placement Voucher (Aktivierungs- und Vermittlungsgutschein, AVGS, § 45 SGB III) from the Employment Agency (Agentur für Arbeit) or Jobcenter responsible for Cologne. Once approved in writing, it comes with no personal contribution. The voucher is a discretionary benefit (Ermessensleistung). The program is delivered online by the AZAV-certified UW Unternehmensweg GmbH (Z-000392-2); the initial consultation (30 minutes) is free of charge.

In Cologne, the Employment Agency receives you at Butzweilerhofallee 1 in Ossendorf. At the Jobcenter, the location depends on your postal code and your age. You can find out which one applies to you in the section AVGS in Cologne.

Cologne is one of Germany’s largest start-up regions, after Berlin and Munich. Particularly well represented are the media and creative industries, tech and IT, consulting, hospitality, and skilled trades. Cologne has an active start-up scene with numerous co-working spaces and initiatives such as Startplatz and NRW.BANK. Pavel Deuble and his nationwide team have supported many founders from Cologne, entirely online and regardless of location.

Media & creative industries

Cologne is Germany’s media city: film, TV, music, and agencies form a dense network for creative start-ups.

Tech & IT

A growing start-up scene around Startplatz and the universities produces software and platform businesses.

Hospitality & skilled trades

From brewpubs to food concepts, the lively city supports many hospitality and craft businesses.

Health & social services

Care, senior assistance, and social services are a fast-growing field for start-ups, as our Lieblingsmensch case shows.

Funding landscape in North Rhine-Westphalia: NRW.BANK

As the development bank of the state of NRW, NRW.BANK supports start-ups with low-interest loans, microloans, and equity investments. We know the right building blocks and prepare your application so that it is bankable.

We support founders in Cologne and the surrounding area, including Bonn, Leverkusen, and Düren, entirely online and regardless of location.

Trade tax in Cologne: municipal multiplier of 475%

The city of Cologne levies trade tax (Gewerbesteuer) at a municipal multiplier (Hebesatz) of 475% (as of 2026, source: City of Cologne). The multiplier determines how much trade tax is due on your profit and therefore belongs in every financial plan.

Sole proprietorships and partnerships have an allowance of €24,500 of profit per year. The tax office (Finanzamt) also credits a large part of the trade tax against income tax, up to 4.0 times the tax base amount (§ 35 EStG). Freelancers, such as physicians, architects, or journalists, do not pay trade tax.

Example calculation with €60,000 profit per year

  • Sole proprietorship: €5,902 trade tax. Up to €4,970 of this can be credited against income tax, leaving an additional burden of around €932.
  • GmbH (limited liability company; no allowance, no credit): €9,975 trade tax.

Simplified calculation without add-backs, solidarity surcharge, and church tax; the credit is also limited to the income tax attributable to business income. This does not replace tax advice. In your business plan we calculate with your municipality’s multiplier. Which legal form makes financial sense for you is shown by the legal form finder (Rechtsform-Finder).

Starting a business in Cologne: facts and figures

The table shows how many businesses are registered in Cologne, how many people receive a start-up grant, and how high the municipal multiplier is. The figures come from IT.NRW (the state statistics office), the Federal Employment Agency, and the City of Cologne (as of October 16, 2026).

AVGS in Cologne: Who Is Responsible for Your Application

In Cologne, the route is clearly divided. With unemployment benefit I, you go to the Employment Agency in Ossendorf; with basic income support, to the Jobcenter Cologne, a joint institution of the city and the Federal Employment Agency. Whether you receive the AVGS for “introduction to self-employment” (Heranführung an eine selbständige Tätigkeit) is decided by the responsible specialist at their discretion. The legal basis is § 45 para. 1 sentence 1 no. 4 SGB III, in conjunction with § 16 SGB II for the Jobcenter.

With unemployment benefit I: Employment Agency

  • In Cologne, the Employment Agency receives you at Butzweilerhofallee 1 in Ossendorf. Letters go to Agentur für Arbeit Köln, 50575 Köln.
  • You book appointments online or via 0800 4555500. For urgent cases, there are visiting hours Monday to Friday, 8:00 a.m. to noon.
  • In September 2026, 422 people in Cologne were receiving the start-up grant, 68 more than a year earlier.
  • For women founders, the Employment Agency offers the series “Frauen gründen anders” (women start businesses differently). The next date is November 24, 2026, online.

With basic income support: Jobcenter Cologne

  • From the age of 25, your postal code determines the location: Mülheim (Wiener Platz 3), Porz (Theodor-Heuss-Straße 60-66), Kalk (Bergischer Ring 35-39), Mitte and Süd (both Oskar-Jäger-Straße 50), Nord-Nippes (Neusser Straße 450), or Nord-Chorweiler (Athener Ring 4).
  • If you are under 25, the U25 location in Mülheim is responsible, entrance Clevischer Ring 4.
  • The Jobcenter Cologne has its own advice service for self-employed people and business founders. The ServiceCenter at 0221 96443401 (Mon–Thu 8:00 a.m.–6:00 p.m., Fri 8:00 a.m.–2:00 p.m.) will tell you how to reach it.
  • Advice and services are available at all locations by appointment only; the reception desk is staffed Mon, Tue, Thu, and Fri from 8:00 a.m. to 1:00 p.m. You can also send applications, documents, and messages via jobcenter.digital.

IHK, STARTERCENTER, and tax office in Cologne

  • The IHK zu Köln (Cologne Chamber of Commerce and Industry) issues the expert opinion for the start-up grant free of charge, but only for trade business owners. It requires an individual business plan with planning for 24 months; it does not accept pre-written plans or boilerplate text.
  • There are three STARTERCENTER NRW offices in Cologne: at the IHK for trade businesses, at the Chamber of Crafts for the skilled crafts, and at KölnBusiness (Cologne’s economic development agency). The IHK refers freelance start-ups to the latter.
  • Cologne has seven tax offices. You can find out which office is responsible for you with the tax office finder (Finanzamtsfinder) of the NRW tax administration.

Frequently asked questions

Frequently Asked Questions About AVGS Coaching in Cologne

Which office in Cologne is responsible for my AVGS?

That depends on your benefit. If you receive ALG I, the Employment Agency in Cologne is responsible (Butzweilerhofallee 1, 50829 Köln (Ossendorf); phone 0800 4555500 (toll-free)). If you receive basic income support (ALG II), your local Jobcenter Cologne is responsible. In both cases your caseworker decides on the AVGS. In-person visits are only possible by appointment; we prepare you flexibly online for the conversation.

Where do I find AZAV-certified providers in Cologne?

You can find an official list of AZAV-certified providers in the KURSNET of the Federal Employment Agency (Bundesagentur für Arbeit). We, UW Unternehmensweg GmbH, are an AZAV-certified provider (provider certificate Z-000392-2, area 1) based in Leverkusen that offers AVGS programs nationwide. Our programs are delivered entirely online; on request, an in-person meeting at our office in Cologne is possible. We offer two programs: “Businessweg” (Z-000482-2) for start-up coaching and “JobWeg” (Z-001366-3) for applicant & job coaching.

How long does AVGS approval take in Cologne?

The approval time depends on your caseworker and the current workload of the Employment Agency in Cologne. It typically takes 2–4 weeks from application to approval. For well-prepared applications with a clear rationale and a viable concept, the approval rate is considerably higher. We prepare you for the conversation with your caseworker, online and at flexible times that suit you. In Cologne, you can reach the Employment Agency at 0800 4555500 and the Jobcenter at 0221 96443401.

What is special about the start-up scene in Cologne?

For 2025, IT.NRW counted 12,360 business registrations in Cologne, including 10,690 new establishments. The economic development agency KölnBusiness offers free advice, organizes formats such as the GründungsWiese, and coordinates the Gründungsstipendium.NRW (the state’s start-up scholarship) in Cologne. In addition, there is the STARTPLATZ incubator in the Mediapark, the Gateway start-up services of the university and TH Köln for students and researchers, and the Mediengründerzentrum NRW for start-ups in the media industry.

Which of the seven Jobcenter Cologne locations is responsible for me?

From the age of 25, the location depends on your postal code. Mülheim, Wiener Platz 3: 51061, 51063, 51065, 51067, and 51069. Porz, Theodor-Heuss-Straße 60-66: 51105, 51143, 51145, 51147, and 51149. Kalk, Bergischer Ring 35-39: 50679, 51103, 51107, and 51109. Mitte, Oskar-Jäger-Straße 50: 50672, 50674, 50677, 50678, 50739, 50823, 50825, and 50827. Süd, also Oskar-Jäger-Straße 50: 50676, 50829, 50858, 50859, 50931, 50933, 50935, 50937, 50939, 50968, 50969, 50996, 50997, and 50999. Nord-Nippes, Neusser Straße 450: 50667, 50668, 50670, 50733, 50735, and 50737. Nord-Chorweiler, Athener Ring 4: 50765, 50767, and 50769. If you are under 25, go to the U25 location in Mülheim, entrance Clevischer Ring 4. Appointments are given by the ServiceCenter at 0221 96443401 or via the Jobcenter’s online appointment booking.

Does the IHK Köln issue the expert opinion for the start-up grant free of charge?

Yes, but only for trade business owners, that is, future members of the IHK. You need an individual business plan with a text section and a figures section. This includes a revenue and profitability forecast, liquidity planning for 24 months, an investment plan, a financing plan, and your private expenses. In addition, you need the Employment Agency’s form, your CV, and, if applicable, contracts. The IHK does not accept pre-written plans or boilerplate text. If you are starting a business in the skilled crafts, go to the Handwerkskammer zu Köln. The IHK refers freelance start-ups to the municipal economic development agency KölnBusiness; whether KölnBusiness itself issues an expert opinion is something you clarify there in the initial consultation. An overview of all qualified bodies in Cologne: Start-up grant in Cologne.

Which STARTERCENTER in Cologne is the right one for me?

That depends on your start-up. For trade, services, and other commercial start-ups, the STARTERCENTER of the IHK zu Köln is responsible (Unter Sachsenhausen 5-7, 0221 1640-4567). For the skilled crafts, it is the STARTERCENTER of the Chamber of Crafts at Heumarkt 12 (0221 2022-346). The IHK refers freelance start-ups to KölnBusiness at Börsenplatz 1. By their own account, all three offer advice free of charge.

How do I register a business in Cologne?

The easiest way is online via the Wirtschafts-Service-Portal.NRW. Then you do not have to appear in person and you download the trade license as a PDF. If you prefer to come in person, you need an appointment at the business registration office in the Stadthaus Deutz, east building (Ostgebäude), Willy-Brandt-Platz 3. The department is open on Mondays, Tuesdays, Thursdays, and Fridays from 8:00 a.m. to noon and is closed on Wednesdays. Registration costs €26 for sole proprietorships and €33 for a GmbH or UG. You then send the questionnaire for tax registration to the tax office via ELSTER within one month.

Who gets an AVGS voucher?

Primarily ALG I recipients whose caseworker sees a need for counseling get an AVGS. People receiving basic income support (ALG II) can also receive an AVGS in certain cases. Issuing the AVGS is at the caseworker’s discretion; there is no legal entitlement to start-up coaching. Important: you must apply for the AVGS BEFORE the counseling begins, otherwise later funding is not possible.

How much does AVGS coaching cost?

With an AVGS voucher: 100% funded after written approval, so you pay nothing at all. The costs are billed entirely through your activation voucher. If you do not receive an AVGS, there are alternative routes: BAFA-funded consulting with a reduced personal contribution, or self-pay consulting. In the free initial consultation we clarify which route fits your situation.

How long does AVGS coaching take?

AVGS coaching comprises up to 120 teaching units (UE), spread over 2–6 months. The exact number is stated in your AVGS voucher. We align the schedule flexibly with your availability, for example 2–3 sessions per week of 90 minutes, online via Zoom or Teams. Content: business plan, financial plan, marketing, and preparing the start-up grant application.

What is the difference between the AVGS and the start-up grant?

The AVGS is a COUNSELING voucher for coaching (for example start-up coaching). The start-up grant is direct FINANCIAL support for your living costs during the start-up phase (6 months of ALG I plus €300 per month). The two can be combined: AVGS coaching can be exactly the way to prepare your start-up grant application professionally. What matters for the start-up grant in Cologne is explained on our page Start-up grant in Cologne.

KfW start-up loan approved quickly. Today own water is a business partner of well-known Cologne-based brands, including FC Viktoria Köln and Kölner Haie, with its own online shop and its own flavor line.

“The biggest hurdle was convincing the bank of my concept. Pavel and his team brought my business plan and financial plan up to the required level and were always available. I recommend Unternehmenswerk without reservation.”

AVGS coaching + bank financing

Starting point

Marcel had a viable concept: delicatessen as an experience, with tastings and a gift service. His bottleneck was financing: without a bankable business plan there was no capital and no store. Through an AVGS he used the coaching to put exactly this document together professionally.

What we did

We developed a business plan that stands up to a bank review, with comprehensible revenue assumptions and a clean cost structure. Crucially, we worked through the numbers so thoroughly that Marcel could explain and defend every assumption himself in the bank meeting.

Result

The business plan secured the financing. Having started in Köln-Nippes, Genusswerte is now present at several locations and continues to grow through a franchise model. An idea became a brand.

“With the business plan in hand, the bank meeting was no longer about begging, but a conversation among equals.”

AVGS coaching + BAFA follow-up

Starting point

Giovanni wanted to build an everyday assistance service for seniors in Cologne, but had hardly any business management knowledge. He needed support with the business plan, financial administration, and the upcoming official steps.

What we did

Together we created the business plan and trained him in financial planning with a genuine course-like approach, with practical tools he still uses every day. We also supported him through the licensing procedure under North Rhine-Westphalia state law.

Result

Today an established Cologne brand with a permanent license and solid financial organization: direct billing with the long-term care insurance funds, Google 4.9 with numerous reviews.

“Thanks to the coaching, I have a solid grasp of financial administration. I can recommend Unternehmenswerk without reservation.”
