What Is AVGS Coaching in Mönchengladbach?

AVGS coaching in Mönchengladbach is start-up coaching that you use with an Activation and Placement Voucher (Aktivierungs- und Vermittlungsgutschein, AVGS, § 45 SGB III) from the Employment Agency (Agentur für Arbeit) or Jobcenter responsible for Mönchengladbach. Once approved in writing, it comes with no personal contribution. The voucher is a discretionary benefit (Ermessensleistung). The program is delivered online by the AZAV-certified UW Unternehmensweg GmbH (Z-000392-2); the initial consultation (30 minutes) is free of charge.

In Mönchengladbach, the Employment Agency at Lürriper Straße 56 is also responsible for the Rhein-Kreis Neuss district. At the Jobcenter, your postal code decides between the Zentrum location (Fliethstraße 57) and the Rheydt location (Limitenstraße 144-148); the team for founders is also based in Rheydt. More on this in the section AVGS in Mönchengladbach.

Mönchengladbach on the Lower Rhine (Niederrhein) has developed from a long-established textile city into a versatile business location. Particularly strongly represented are: textiles and fashion (with Niederrhein University of Applied Sciences and its textile degree programs), mechanical and plant engineering (including SMS group and Scheidt & Bachmann), logistics and trade thanks to its location on the Lower Rhine, and a growing healthcare and services sector. Mönchengladbach benefits from low location costs, its proximity to Düsseldorf, and an active start-up scene around the university. Pavel Deuble and his nationwide team have supported many founders from Mönchengladbach in these industries, entirely online and regardless of location.

Textiles & fashion

A strong fashion, textile, and design cluster has grown out of the textile tradition and Niederrhein University of Applied Sciences.

Mechanical & plant engineering

With SMS group and Scheidt & Bachmann, Mönchengladbach is a location for engineering and industrial start-ups.

Logistics & trade

The location on the Lower Rhine and large logistics areas create demand for logistics and trade start-ups.

Health & services

Hospitals and a growing services sector support start-ups in care, consulting, and services.

Funding landscape in North Rhine-Westphalia: NRW.BANK

Trade tax in Mönchengladbach: municipal multiplier of 490%

The city of Mönchengladbach levies trade tax (Gewerbesteuer) at a municipal multiplier (Hebesatz) of 490% (as of 2026, source: City of Mönchengladbach). The multiplier determines how much trade tax is due on your profit and therefore belongs in every financial plan.

Sole proprietorships and partnerships have an allowance of €24,500 of profit per year. The tax office (Finanzamt) also credits a large part of the trade tax against income tax, up to 4.0 times the tax base amount (§ 35 EStG). Freelancers, such as physicians, architects, or journalists, do not pay trade tax.

Example calculation with €60,000 profit per year

  • Sole proprietorship: €6,088 trade tax. Up to €4,970 of this can be credited against income tax, leaving an additional burden of around €1,118.
  • GmbH (limited liability company; no allowance, no credit): €10,290 trade tax.

Simplified calculation without add-backs, solidarity surcharge, and church tax; the credit is also limited to the income tax attributable to business income. This does not replace tax advice. In your business plan we calculate with your municipality’s multiplier. Which legal form makes financial sense for you is shown by the legal form finder (Rechtsform-Finder).

AVGS in Mönchengladbach: Who Is Responsible for You

In Mönchengladbach, two offices decide on your voucher: the Employment Agency if you receive unemployment benefit I, and the Jobcenter if you receive basic income support. Both can issue the AVGS for “introduction to self-employment” (Heranführung an eine selbständige Tätigkeit; § 45 para. 1 sentence 1 no. 4 SGB III, for the Jobcenter via § 16 SGB II). The decision is at the discretion of your placement specialist.

With unemployment benefit I: Employment Agency

  • The Employment Agency at Lürriper Straße 56 is responsible for the city and the Rhein-Kreis Neuss district. If you live in the Rhein-Kreis Neuss, you are supported at the Neuss, Grevenbroich, or Dormagen branch offices.
  • You get the appointment with your placement specialist via 0800 4555500 (Mon–Thu 8:00 a.m.–6:00 p.m., Fri 8:00 a.m.–2:00 p.m.) or online.
  • The Employment Agency also takes urgent matters without an appointment Monday to Friday from 8:00 a.m. to noon.
  • For the start-up grant, you still need a remaining entitlement to unemployment benefit I of at least 150 days. The Employment Agency decides at its discretion; there is no legal entitlement.

With basic income support: Jobcenter

  • From the age of 25, your postal code decides: the Jobcenter Zentrum at Fliethstraße 57 and the Rheydt location at Limitenstraße 144-148 divide the city between them. Which postal code belongs where is listed below in the questions.
  • If you are under 25, go to the Jugendberufsagentur (youth employment agency) at Lürriper Straße 56 (4th floor), regardless of which district you live in.
  • For founders, there is the “Selbständige / Existenzgründer” team (self-employed people and business founders) in Rheydt. The Jobcenter gives appointments at 02161 9488-0.
  • You can also send applications and messages via jobcenter.digital. You get the access data at the same number.

Costs and phone times in Mönchengladbach

  • The IHK Mittlerer Niederrhein issues the viability certificate (Tragfähigkeitsbescheinigung) for the start-up grant for a fee of €80. The Employment Agency does not cover these costs. You are free to choose the qualified body.
  • You apply for the entry allowance for start-ups from basic income support before starting your business. It can be paid for up to 24 months. There is no entitlement to it.
  • According to the Jobcenter, the phones are particularly busy between 9:00 a.m. and 12:30 p.m. If possible, call outside these times.

Frequently asked questions

Frequently Asked Questions About AVGS Coaching in Mönchengladbach

Which office in Mönchengladbach is responsible for my AVGS?

That depends on your benefit. If you receive ALG I, the Employment Agency in Mönchengladbach is responsible (Lürriper Str. 56, 41065 Mönchengladbach; phone 0800 4555500). If you receive basic income support (ALG II), your local Jobcenter Mönchengladbach is responsible. In both cases your caseworker decides on the AVGS. In-person visits are only possible by appointment; we prepare you flexibly online for the conversation.

Where do I find AZAV-certified providers in Mönchengladbach?

You can find an official list of AZAV-certified providers in the KURSNET of the Federal Employment Agency (Bundesagentur für Arbeit). We, UW Unternehmensweg GmbH, are an AZAV-certified provider (provider certificate Z-000392-2, area 1) based in Leverkusen that offers AVGS programs nationwide. Our programs are delivered entirely online, flexibly and without travel. We offer two programs: “Businessweg” (Z-000482-2) for start-up coaching and “JobWeg” (Z-001366-3) for applicant & job coaching.

How long does AVGS approval take in Mönchengladbach?

The approval time depends on your caseworker and the current workload of the Employment Agency in Mönchengladbach. It typically takes 2–4 weeks from application to approval. For well-prepared applications with a clear rationale and a viable concept, the approval rate is considerably higher. We prepare you for the conversation with your caseworker, online and at flexible times that suit you. In Mönchengladbach, you can reach the Employment Agency at 0800 4555500 and the Jobcenter at 02161 9488-0.

What is special about the start-up scene in Mönchengladbach?

The start-up scene in Mönchengladbach is closely networked. Together with Krefeld, the Viersen district, and the Rhein-Kreis Neuss, the city forms the Gründungsregion Niederrhein, a network of more than 20 partners with a shared events calendar. Meeting places include the Gründungsfabrik in Rheydt and the #meetupMG of the nextMG association. The HNX start-up service of Niederrhein University of Applied Sciences supports students and staff. In 2025, there were 2,464 business registrations for new start-ups in Mönchengladbach, 10% more than the year before (IHK start-up report 2026).

Jobcenter Zentrum or Rheydt: who is responsible for me in Mönchengladbach?

That depends on your postal code and your age. From the age of 25, the Jobcenter Zentrum at Fliethstraße 57 supports you for the postal codes 41061, 41063, 41065, 41066, 41068, 41069, 41169, and 41179. For 41189, 41199, 41236, 41238, and 41239, the Rheydt location at Limitenstraße 144-148 is responsible. If you are under 25, go to the Jugendberufsagentur at Lürriper Straße 56. If you want to start a business, the “Selbständige / Existenzgründer” team in Rheydt advises you; appointments are available at 02161 9488-0.

Is the Employment Agency Mönchengladbach also responsible for Neuss?

Yes. The Employment Agency Mönchengladbach serves the city and the Rhein-Kreis Neuss district, together around 700,000 inhabitants. In addition to the Employment Agency at Lürriper Straße 56, there are branch offices in Neuss (Marienstraße 42), Grevenbroich (Lindenstraße 43), and Dormagen (Römerstraße 25). The hotline 0800 4555500 applies to all of them.

What does the viability certificate cost in Mönchengladbach?

The IHK Mittlerer Niederrhein charges €80 for the viability certificate for the start-up grant. For the start-up grant itself, you need, among other things, a remaining entitlement to unemployment benefit I of at least 150 days, and you must start the business as your main occupation. The Employment Agency leaves the choice of qualified body to you and does not cover the costs. In AVGS coaching, we prepare the business plan and financial plan so that the qualified body can review them.

Where can I get free start-up advice in Mönchengladbach?

The STARTERCENTER NRW at the IHK at Bismarckstraße 109 offers a free initial consultation (02161 241-134). The Gründungsfabrik of the WFMG and the IHK provides advice free of charge in Rheydt, Mühlenstraße 2-4, until June 30, 2027. For start-ups in the skilled crafts, the Handwerkskammer Düsseldorf is responsible; you can reach its business advice service at 0211 8795-555. If you receive unemployment benefit I or basic income support, start-up coaching with an AVGS may also be an option, provided your placement specialist approves the voucher. The coaching supports you until your business plan is finished.

Who gets an AVGS voucher?

Primarily ALG I recipients whose caseworker sees a need for counseling get an AVGS. People receiving basic income support (ALG II) can also receive an AVGS in certain cases. Issuing the AVGS is at the caseworker’s discretion; there is no legal entitlement to start-up coaching. Important: you must apply for the AVGS BEFORE the counseling begins, otherwise later funding is not possible.

How much does AVGS coaching cost?

With an AVGS voucher: 100% funded after written approval, so you pay nothing at all. The costs are billed entirely through your activation voucher. If you do not receive an AVGS, there are alternative routes: BAFA-funded consulting with a reduced personal contribution, or self-pay consulting. In the free initial consultation we clarify which route fits your situation.

How long does AVGS coaching take?

AVGS coaching comprises up to 120 teaching units (UE), spread over 2–6 months. The exact number is stated in your AVGS voucher. We align the schedule flexibly with your availability, for example 2–3 sessions per week of 90 minutes, online via Zoom or Teams. Content: business plan, financial plan, marketing, and preparing the start-up grant application.

What is the difference between the AVGS and the start-up grant?

The AVGS is a COUNSELING voucher for coaching (for example start-up coaching). The start-up grant is direct FINANCIAL support for your living costs during the start-up phase (6 months of ALG I plus €300 per month). The two can be combined: AVGS coaching can be exactly the way to prepare your start-up grant application professionally. In September 2026, 219 people in the district of the Employment Agency Mönchengladbach were receiving the start-up grant.

Saskia Roß

  • Cleaning service
  • Erkelenz (NRW)
Start-up grant + consulting

Starting point

Saskia had no experience with financial planning, bookkeeping, and taxes and was unsure about approaching customers and selling. The business plan and the Employment Agency’s requirements worried her.

What we did

We adapted the coaching to her needs, gave practical tips on financial planning, approaching customers, and selling, and created the business plan and application documents together.

Result

Start-up grant approved. Saskia developed a solid business concept and feels considerably more confident today.

Marcel Zöller

  • Genusswerte
  • Köln-Nippes
AVGS coaching + bank financing

Starting point

Marcel had a viable concept: delicatessen as an experience, with tastings and a gift service. His bottleneck was financing: without a bankable business plan there was no capital and no store. Through an AVGS he used the coaching to put exactly this document together professionally.

What we did

We developed a business plan that stands up to a bank review, with comprehensible revenue assumptions and a clean cost structure. Crucially, we worked through the numbers so thoroughly that Marcel could explain and defend every assumption himself in the bank meeting.

Result

The business plan secured the financing. Having started in Köln-Nippes, Genusswerte is now present at several locations and continues to grow through a franchise model. An idea became a brand.

“With the business plan in hand, the bank meeting was no longer about begging, but a conversation among equals.”
Sebastian Brück, own water

Sebastian Brück

  • own water
  • Cologne
KfW start-up loan + business plan

Starting point

Sebastian wanted to sell water hygiene filters and treatment systems with real service quality. For that he needed financing for tools, equipment, vehicles, and licenses, and above all had to convince the bank.

What we did

We created a professional business plan, provided business management training, and developed a B2B marketing and competitive strategy, including a market analysis and a transparent financial plan for the bank.
