How to Get Your AVGS
Review your prepared application, submit it yourself, and clarify the next steps.
Your cover letter is ready. You use it to apply for an AVGS (Activation and Placement Voucher, Aktivierungs- und Vermittlungsgutschein) for start-up coaching at your Employment Agency (Agentur für Arbeit) or Jobcenter. The funding decision is made by the office responsible for you, in conversation with you.

They help you with submitting. Do not attach them to what you send to the authority, and do not merge them with the application.
A Quick Check Before Submitting
- Check your name, customer number, and the responsible office.
- Read your application in full. Business idea, starting situation, and support needs must match your actual situation.
- The application states 120 teaching units (90 clock hours). Also check the listed contents and your timeframe. Correct anything that does not fit before submitting.
Sending the email to you does not count as submitting an application. You submit your application yourself. Even after the upload, the funding is not yet approved.

How to Upload Your Application.
Your access
Employment Agency (Agentur für Arbeit)
- Open arbeitsagentur.de/eservices and log in with your existing user account.
- Open the mailbox for counseling and placement, often called the placement mailbox (Vermittlungspostfach). Select the contact person responsible for you and start a new message.
- Use the subject line and the short message text below. Upload your checked application as a PDF in the attachments area.
- Check the recipient and the attachment, send the message, and save the proof of sending. If your mailbox does not allow attachments, ask your office about the right way to submit.
The eService “Voucher for private job placement” (Gutschein für private Arbeitsvermittlung) concerns placement into employment. For your start-up coaching, contact your placement specialist.

Jobcenter
- Open jobcenter.digital and log in. Go to the mailbox service (Postfachservice); in your profile, the envelope icon leads to the benefits mailbox.
- Select “Write message” (Nachricht schreiben), your Jobcenter as the recipient, and a suitable topic. If there is no suitable option, select “Other” (Sonstiges).
- Paste in the subject and message text from below. Select your application in the files area or drag the PDF into it.
- Check the recipient and the attachment, send, and save the sent message. If your Jobcenter uses its own portal, follow the instructions on its website.
Menu names and available functions may differ depending on account, portal, and device. Additional activation may be required.

Final check before sending
- Select your personal application as the attachment. These instructions stay with you.
- Check that the file has been fully uploaded and appears as an attachment.
- Explicitly send the message. Selecting the file alone is not enough.
- Save the sent message or the confirmation and check the mailbox for replies.
What Happens Next?
Answer follow-up questions
In the conversation, describe what you have already prepared and what you need support with. Have your questions about the business concept, figures, financing, and customer acquisition ready.
Receive the voucher
Check the objective, validity, and any further requirements. Choose a suitable program and clarify participation with the provider and your placement specialist. Do not begin until you have written approval.
Not working online?
Ask your office about another way to submit, such as by mail or in person. For the Employment Agency there is also BA-mobil; for participating Jobcenters, the Jobcenter app. Both support the transmission of documents.
